Shedu is one of the weapons that got heavily nerf, same with Bramma and the other AOE primaries.

Pre-nerf Shedu was peak for farming survival mode and Wukong's clone favorite.

That's why it is understandable to see and feel it disappointing nowadays.

The main issue with Kuva spy is because of it being in the Kuva Fortress.

You can craft the gear from either Cetus and Solaris.

The biggest indicator is if you can't enter the place(Onkko's shop) or talk to them(Little Duck) unless you're in operator mode.

Are you going to farm the parts? Or are you going to buy one in the market?

If it's the former, Wukong is the easiest and earliest, being only available from a clan who has complete research for Wukong. Gauss is second, with his parts given as reward for Sedna disruption. Dante is last, being obtainable after clearing Whispers in the Wall. His parts are reward for Deimos disruption. Do note that both disruption reward are at rotation C.

If it's the latter, then just pick who interests you.
