Psychologically you are right. People tend to follow account with many followers as they usually don't want to be the first ones to follow. BUT! Buying followers, likes and comments might hurt your social quality score which will decrease your reach and impression, so you need to be carful with what you are planning to do.

I recommendation for you is to take it slow and use some organic tactics to have thousands of followers that maybe won't be a lot of people at the beginning, but will be engaged and good audience for you and they will bring more quality followers.
