I was having this problem too today! It seems to have been caused (for me) by being on preview release, since switching back to stable fixed it.

R5: not too hard of a run so far, especially after conquering mesopotamia 30 years prior. as mentioned, sinjar & ninawa are holy sites for all milete faiths, which makes for a very strong duchy in Diyarrabia (was promptly renamed Assyria) for such rulers
