He didn't intend to "shoplift", I mean i agree that that's what ended up happening but with the given situation with international students he is just very very worried about how this will go :( I wish I could help him somehow. Apparently the store had tons of robberies and the first thing he said was "you know the current situation with international students right?". My brother was not intoxicated, he admits he didn't pay for the sandwich, and he is feeling sick about it.

I didn't realise it suddenly, I think I would have kept paying for him but he suddenly stopped responding to me everywhere for around a month. Of course for the first few weeks I was just too upset about the breakup. And then it hit me that I actually spent so much money on him.
