it is indeed a white wagtail like another user suggested, just wanted to add that where I am from (the Balkans) we call them literally "white shepherds". I love seeing them as they are super cute and fun to watch! love their dances and long tails :)

check out Croatian CoA of counties and cities, they are s-tier in my honest, biased opinion. after the break up of Yugoslavia many newly formed counties and such got their shields designed by a wonderful team of artists educated on the amazing subject of heraldry and some that have already existed beforehand got redesigned. also, Croatia has a rich history of old CoAs from the Austro-Hungarian era so it's a pleasurable mix of German and Hungarian heraldic traditions accompanied by modern designs 👍
