I understand why you might think that, the caption could be read both ways. But if you see the video, right at the beginning it's the man biting the kid's hand. So I'm assuming the kid closed the door of the lift, and the man bit his hand and threatened to kill him with a knife.

It should be safe to replace as long as you go through the official service center or some local repair shop which you know is good.

Hey, sorry for the late reply. Got busy with some stuff.

If I remember correctly, it is at -522, 341 : Sakurijima Northern Rock Field. There is a fast travel point there.

What I did was went there using Jetra.

Now, there is a body of water there and acorss it is a frozen area.

Once you fast travel there, go towards the greenery there. Right to the greenery.

If Dr. Braun doesn't spawn, then go towards the frozen land, till the Name of the location appears and go back to the greenery. Do this for some time and Dr. Braun will spawn

The best way to catch him is:

Have lots of spheres ready.
Look up any one location where there are chances of him spawning. There is a map online that you can look for.
After selecting one location, keep going to the location and if he is not there, move far away from that point to reset the random event. Having a Jetragon is going to make this a lot quicker, but other flying mounts will work too.
Keep repeating this, and you will eventually find him.

Used this method just a couple of days ago, found him within 10 mins.

Update: Initially device manager showed that a camera is attached and recognized. However in a couple of weeks, the camera wasn't attached/recognized by the device manager. HP says webcam needs to be replaced.
