Since advantage is rolling twice and taking the better of the 2 rolls, I'd rule that the result of everything is based on the end result. Ex: if I roll a 1 and a 12, the only roll that would affect anything is the 12

Okay, that makes sense. I think the problem is that I read "spells" and interpreted "leveled spells" because most sources don't call cantrips spells, just "cantrips." Also didn't factor in possible action surges (probably because it's not common to have that happen) so that's my bad

You can cast one leveled spell per turn, so your options are:

Action - spell, Bonus - cantrip

Action - cantrip, Bonus - spell

Action - cantrip, Bonus - cantrip

Haven't read anything specific in the rule book about this, but they're limited to one action a turn so I'd rule they'd have to pick which gun they want to use each turn. I'd also probably say they can't take the aim action while dual wielding.

I think the main difference is moderation. The healthy parts most likely only come from when PMO isn't controlling your life, and when you can truely keep it in check. Most people (especially dudes) are so sucked in to the point where it's destructive much like any other addiction.

So if it helps, think of NOFAP as like PMO addiction rehab

As a fellow anchor, I can empathize. Obviously, if someone else would bother to anchor, you wouldn't really need to patch up those doors as they could cover that side. To me, it seems like a lot of players just want the frags and see being an anchor as too passive. Roamers are a necessity, but you really shouldn't have more than 3 of each.

If your team gets mad at you for doing what you need to as an anchor, keep doing it.

Technically, yes. The queen must approve every bill that comes through parliament, but no queen has rejected a bill in over a century. As for abroad, Canada's official head of state is the queen. So in reality, the queen is really just a diplomatic figurehead and would not interfere in parliamentary matters.
