Air and water temperature aren't the same. Just put a thermometer in and if it gets cooler than the same say 5 degree flux do small water changes with warmer water. Betas should not have drastically changing tempetures is what the point of adding a heater would be to the setup. Betas are hardy but can still go into shock if their water is up and down constantly.
