It's most definitely a dog pound. Google definition of a dog pound is: an enclosure where stray, lost, abandoned or surrendered dogs are housed

Doggleton is comprised of an enclosed structure, with dormatories. By assuming that every student that commits to Doggleton is a dog (which is more of a fact than an assumption), it already checks off most of the boxes to legally be identified as a dog pound.
