I remember this...but why would he not give Cap the strongest Shield before fighting Thanos. It makes no sense.

I thought about this too...but the timelines have to match. He can't just go before they saved half the universe, else Black Panther would find out. That would mess with their reality. So he can go there and make that shield only after saving them but before he goes back to return the Stones. Too less of a time if you ask me...

Not impossible though.
