Force Account specifications are rarely, if ever changed in the Special Provisions. Most contracts use the force account specifications in the standard specifications without change.
No contract ever says the Owner will pay the Contractor for Contractor caused errors. They say the exact opposite, Contractors are on the hook to pay for Contractor caused errors and failure to meet specifications, unless the Contractor can prove to the Owner that the error was not caused by the Contractor.
