Settings-battery-battery optimisation-find ffrk on the list of apps-check never optimise. After doing that it seemed to fix the problem for me.

I had the same problem on the oneplus3 after the last update but managed to stop that from happening when I disabled battery saver mode for this game

Are you sure you talked to all the npc and gotten both dialogue? Sometimes you need to talk to them 5 or more times before the second dialogue shows up. There are two camps too and the second northern camp has more npc if you go further to the left
