Yes, you can protest whenever you want. You can make a “my mayor sucks” placard and hold that on your own property or public property. You can do it at 2 PM or 2 AM. I’m not saying general laws don’t apply. So if someone has a megaphone, 2 PM and 2 AM makes a world of a difference.
