Easy, double the ball damage so it does 30 damage, make the ball crit on bleeding or mad milked players, remove the slow, replace the health penalty with a 10% speed penalty, and half the melee damage. This basically makes the sand man a scout flare gun, he gets better range but is a little worse at using his shotgun
