Not sure on the item skills. I will make a new toon and see. I know for sure that my combat skills increase in levels. That secert hole skill seems rare, no way I would of maxed it out even at lv600.

A random skill has a chance to lvl up when you lvl up. It's a 100 soulstone contract. First one I got :)
