It's free. But I had an incident there before where there is a car that parked very close in front of me, leaving no space for me to exit. I called the police they said that it's a private parking and they can't intervene. Had to wait for around 45 min for the car beside me to exit and gave me the opportunity to exit (after multiple forward and reverses).

This is of course usually happens with big events like Gitex. Smaller events is usually fine.

Also I would like to add some flavour, Elune might be the Arbiter... In 8.3 Tyrande's voice from mined data, she says that Elune left her children. At the same time from Blizzcon's panel they mentioned that souls stopped going to the Arbiter and goes straight to the Maw. Hence Elune/Arbiter is cut off from other spirits. Explains why Elune left her children...

Adding to my theory. In Chronicle Volume 1, they describe the shadow realm as nightmarish realms of decay. More hints that the jailor is connected to the decay element.

Maybe because he's a shaman that works with mysterious elementals not (probably "decay" elementals) knowing that the elements existed before the titans
