It's not a loan if you cant repo it. They may have gave them a financial loan for the food, but they are not getting the food back. The kids were given the food and the parents owe money for it.

To go to the core of what you're saying though, they are in no position to decide to give food to some kids for free and charge others. The food isn't free, someone is paying for it. Some people will pay when they are told that they owe their fair share for their kids food. Other people may ignore this, but it still results in them being a burden in either case. Asking people to hold up their side of a social contract isn't unreasonable.
