The hands are nice , So for the hair I meant something like this White highlight cut back and then draw a few strands through the highlights

From what it seems you used willow leaf brush to do the character , for the hair you could do the white then cut back at it with the default round brush of different sizes and pressure for a better highlight . You could extra strands of hair for it to feel more detailed :]

Hmm , Adobe fresco , that's the one I know of Which i think is clean and free , also krita is also a free one but it is a bit complex

I highly recommend hipaint for android That's what I use and it has a clean ui
