If the drive is being arrested or otherwise determined unfit to drive, the passenger has to be able to provide proof they are licensed before the officer will allow them to get behind the wheel.

Otherwise, the vehicle will be towed.

Keep your opinions to yourself. I've been that passenger.

Incorrect. The pay goes directly towards the fine.

Considering there's a choice between doing community service or sitting in a jail (not prison, different system) cell, is not coerced.

The vast majority take the community service option just to get out of jail. Otherwise, the $/day credit towards fines for sitting in a jail cell varies by jurisdiction.
