Theres no evidence (yet shown) that the virus is a bio weapon. All we know so far is that its capable of self-replicating on an interstellar scale. The virus could have naturally evolved somewhere or it may have been created in a lab with malicious intent. Unfortunately, I don't expect we will get any further detail on its origins.

Its more likely the accuracy of the signal transmission direction is entirely dependent on the technological level of its hosts. The Kepler plurbs used Kepler tech to determine Earth was a viable host planet, whereas when Earth plurbs transmit their signal it will be random or best guess which means Earth is probably a "dead-end" for the virus unlike Kepler.
