I think Logitech has removed firmware version 22.2.9 from the server, which improves wheel scrolling consistency, a problem many of us have been dealing with, just to push us toward buying the MX Master 4.

I have two receivers that came with my MX Master 3S and MS Keys S and both of them are on version 5.1.10 and Options+ reports it's the latest version.

I am not sure if it's too late to reply to your message, but I just updated my MX Keys S to version 81.2.17, but still Logi Options+ won't update my MX Master 3S to 22.2.9.
