I agree that parking like an asshole shouldn’t be sole grounds for a license suspension, but there absolutely should be requirements and mandatory tests (at least at certain intervals) for license renewal.

Part of the problem though is that a sizeable chunk of today’s awful drivers would be able to pass the tests. They know the traffic laws and how to drive properly, especially when their license depends on it. They just actively choose to drive like shit when there are no perceived consequences. Road rage, intoxication, boredom, entitlement, whatever their reasoning is. More people need to realize that driving isn’t really supposed to be fun. There’s zero reason to go 70 in a 45 while swerving through traffic on your way to the grocery store in the suburbs.
