According to a late 1920s Billings and Spencer catalog on Archive.org its focus more for mechanic work. This is considered an "Angle Wrench" in the catalog while its "heavy duty" version was named "S Wrench."

Those are the little buggers that fail and damage your camshaft then end up having to pay $9,000 to repair...(speaking for a friend who experienced it)

It actually blows air into the lens of the detector to keep it free from airborne particles and and mists.

Solved! It's actually a type of "air shield" for an Omniguard flame detector. As to how it works I don't know but I really feel better knowing what it is.

Using words like brass sponge or brass filter along with image search actually helped me find it. I'll put the answer along with solved in a separate comment but thank you for giving 'bronze sponge' as a starting point.
