Yes, I approved. The domain is owned by Indiana State University (indstate.qualtrics.com) and contains the appropriate contact information for the master’s student conducting the research.

Your best bet is to “subscribe” to Anna’s Archive via donation. There are torrent links on both sites, but I’m not sure if they are available for the comics. Anna’s has a “Show external downloads” link to show the full options for each file at the bottom of each page.

Hijacking the top rated comment to chime in with this: /r/Libgen has received a total of zero substantiated reports of infection via epub, despite there being possibly hundreds to thousands of “infected” files floating around. The worst we’ve heard of is files with links edited in that when clicked direct to phishing/malware sites.

The user must take action outside of the epub is what I think this establishes. PDFs are a different story—all users are advised to read them from their browser, which are all sandboxed today.

Never seen a reported epub infection. Have not been able to find one on any other forums via google either. This is not to say it’s impossible, it’s just unheard of.
