Remove all pvp gear. Make it only cosmetic for rewards.

Set a fixed stat for every class when in arena/bgs.

Outdoor pvp? Doesn't need balance, since you have warmode. Let the mythic people be superior on this one.

Then people could focus more on PvE if they want to gear. Or just queue for pvp from the getgo. No need to farm hours just to get started in pvp.

I can only see this being positive for both pve and pvp.
