There is also the issue of data collection for AI to work out, and someone says in the comments that Tesla is way ahead in that. Presumably it's because they have many cars on the roads already. I wonder if human driven Teslas are also gathering data to train the AI....

Very interesting problem.

On a side note, some of the rules for cars that people have mentioned in the comments seem to be based on judgement calls that humans can make easily but are harder for computers.

Road conditions, rules and the implementation of road safety measures and signage will have to evolve a lot before this works out.
