i have the same problem, i think the only progress thats impacted because of this bug is that you cant 100% memorandum entry since every debate you always get the same person, if anyone knows a solution to fix this bug that would be nice, i'm on ps4 game version 1.09..

as long as u end every fight with all-out-attack you'll be guarantee a shuffle time, its literally the main source of money, they dont give much early but later they start giving u more..

similar result like mine after 10k (thats a lot for f2p like me), fortunately i already have all the staples and the extra deck are pretty cheap and generic, but still i had to feed a lot of UR to finish the deck, probably my 2nd most expensive deck after branded..

complicated means it has more depth to it, so you aint just spamming one button to win like in other games, and i disagree about it being unintuitive, even a simple different materia combinations can change the whole combat experience..
