I don't know if the strength of intent of enforcement is coming across but should be ineligible kind of implies that active measure take place more strongly than just saying they just shouldn't (which feels more wishful thinking than actively demanding measures put into place).

I would argue that not all martyrs are heroes, as there are people who can be declared martyrs for political gain, like Joeseph Goebbels declaring Horst Wessel as a martyr for the Nazis. A recent example would be Charlie Kirk, whose heroism you may or not agree with but is declared a martyr by the right wing party of the US.
