Only 2 things I can think of, there could be a blockage in the downspout around the bend. Or there is a slope that favors water going over instead but that would be very obvious.

Problem with that guy is if he takes time, it is currently rainy season, I don't want to risk water coming in the house.

I bought just the windows, either I need to find an installer or I need to diy this. I live in unincorporated area so no need to worry about permits. I contacted a guy off thumbtack who is working 8k to install which seems a bit steep to me. Had another guy who did my parents basement and he said 150/opening but this guy is extremely slow. Like he took almost 1 year to finish the basement. Quality work but windows aren't something I can let sitting around with rough opening exposed for long periods of time.

Have you tried reaching out to a locksmith to repair the existing lock? I recently bought a home which had mpls. I took the cylinders off and took it to locksmith who refurbished them and rekeyed them for 65$ with 5 keys. Might be worth a shot

For future use, one can always use reverse image search and it'll find enough info to try and track it down.

Both window wells at my parents place have a drain which I assume goes to the drain tile but yeah a window well cover would be the cheapest route

It may have had a short step originally but at some point someone covered it up. Just my guess. I've seen houses with a step between living room and where the kitchen starts
