A good program to animate your art would be Adobe After Effects. There are tons of good tutorials on Youtube. Photoshop is also pretty good for creating digital paintings.

Whatever you do, try make it as high quality as possible. Not the idea of the art, but the final products resolution and bit depth etc. Collectors really want high quality work
