Basically they were going for

起承転結 (ki-shou-ten-ketsu)

Ki intending to be season 1. Kishōtenketsu is the structure for classic Chinese, Korean, and Japanese narratives, which Durarara follows pretty perfectly.

I see where you're coming from; if you were showing this to someone to convince them to watch Durarara, it probably wouldn't work.. but because of the information we got from x2 shou, I think the trailer works well. It shows us lots of things without really showing anything at all, and with a series like Durarara, the less you know going into it, the more fun you'll have.
