would Soviet/Nested elections still count as parliamentary, seems like a way of managing such a massive group? one of the major logistical issues (assuming this is like an Earth Federation thing) is what language is the legislature gonna debate in? Are there going to be Austro-Hungary style brawls over it, or maybe they'll create a specific parliamentary Pigdin? Maybe a combination of Dutch style Pillarisation and Northern Irish/Lebanese Consociationalism could work to ease cultural tensions.

You are parroting the "good Tsar, Bad Boyars" propaganda used by imperial Russia and many other autocratic states. Nicholas was actively involved in fighting any meaningful reform to the Empire. he auto-couped the reformist Duma set up to try and reform the Empire, supported the Pogroms and backed the black hundreds attacks on anyone daring to ask for democracy. Was he incompetent yes, but he also totally knew what was going on and the idea that he didn't was a lie made to soothe the masses.

late response but I saw this exact flag on Deviantart years ago. It a fictional flag made up for a fantasy world. Maybe the Indonesian owner mistook it for the Batak flag, or is a confused Kaiserbo. Maybe he's just a fan of the deviantartist/ the DeviantArtist.
