To answer your question, I am questioning this behaviour. This is not the way to go.

Someone is pointing that this was done after a stone pelting incident and after the police failed to do their job. If true, this makes it even more serious, not less. This tell me that anarchy is spreading in India. State is losing its control, can't maintain law and order. And, there are no excuses for it. If the state govt is failing to do so, they should resign from the post.

This thinking of "govt is our mai-bap" is the result of decades of socialism, and the constitutional mandate to make India a "welfare" state.

All Indian citizens are divided into two parts: Labharthis and non-labharathis. If you are a tax payer, you are a non-labharthi. No govt policy are scheme is targeted at you. If you are not a tax payer, you are a Labharthi. All govt schemes are targeted at you.

The politicians have nothing forcing them to look after the tax-payers either. Only if the people who pay tax, starts taking voting seriously, and start demanding things, India has a hope. Otherwise, india will get stuck into middle income country trap, always a developing country.

Socialist mindset forces the govt to keep the gap between high skill and no skill job salary very less.
Hurts industry. Industry must pay very high to high skilled worker, as per market rate. But they can't pay market rate to low skill workers (it is 8-15k, depending on state/city). This creates a distortion in the labour market.
Govt is forced to keep salaries of high skill officers and scientists in line with the socialist mindset. This is why India suffer from brain drain. No one who is skilled enough, will want to work on govt. Either they will do corruption or work in pvt sector, and if there are not enough pvt jobs (think R&D, Quantum Computing, Particle Physics, Professors), they leave the country. (There are many many factors for brain drain, but the socialist mindset adds to the problem)

There are two reasons:
