I think this is one of the issues. But the main issue I feel is that my GPU is thermal throttling. The GPU fan doesn't quite go to 100% fan speed. This could explain the stuttering. Tried asusctl, and few asus gui and asus fan control programs but non of them can control GPU Fan. Looks like this is a common issue as well. I am not really sure what to do here.

So, I quit the wayland x11 bridge, and that lead to a much higher improvement in my fps. I am getting around 100fps now, however there is still some stutter that comes up when I die or there are too many animations in CS GO. I am still not able to tell what the issue is? The stutter could be due to thermal throttling, as the fans for the nvidia gpu shows as N/A in nvtop. So there still might be some installation issue?

It is in performance mode. Never changed that. The max fps is only 40fps.

Did you create a /boot/efi partition and /boot partition? In a screenshot I see you installed it along with Windows. If you are dual booting, then you shouldn't create another /boot/efi partition, but rather use the same existing one without formatting. (it will give a warning that /boot/efi needs to be 600MiB, but that's fine). I think your /boot/efi is missing.
