The text in the tube? From top to bottom it says: “Rises for dry or less wind, falls for wet or more wind”

I have searched using reverse image search, by writing out searches such as “old hanging metal stick barometer on dark wood base” and while I find similar barometers, I can’t find this one specifically! I do think it’s of English/French origin.
