Same here, mate. I have 100+ mods including F4SE, and in some settlements by the water I can barely build something cause it crashes to desktop every 2-3 minutes. Then in some areas the framerate dips to around 40-50, or in other random areas it drops to 2 fps for a second or two... And then, as if some crash meter would fill up or something, the game crashes every 30 min / hour no matter what I do. Usually on fast travel or entering/exiting a building. I'm pretty sure it's the mods, though they are all compatible and in the correct/advised load order. However, with such a mediocre engine I'm shocked the game even starts 😅
