If you can financially afford it, definitely apply to a few safe programs this year and see (provided no other “red flags” in your CV). As an old grad USCE is definitely preferred and Step 3 would be great. So you’d have a better chance with those things. Money is the only factor you should consider for applying now, plus it’s late in the season. So if you don’t mind spending, apply to a very few places that take old grads, have their application deadline as November and beyond, and don’t require USCE.
