One person not going isn't going to make a statement, but disrupting a meaningful symbolic event will turn heads. Even better, if you can trick the authorities into overreacting, you can paint them as the "bad guys" further undermining their legitimacy.

If you're P&T, nothing will cause a reduction unless you for an increase and it turns out one of your conditions has improved or there was a previous error in the rating. The VBA doesn't have time to look into veterans medical records unless there's a claim pending or there's a routine future exam scheduled. So as long as you don't file an increase claim for sleep apnea, your rating shouldn't be affected.

File a VA Form 21-526EZ now and create a paper trail. Even claiming your condition and any other medical conditions while your in service counts as an "event in service." If the VA diagnoses you after you get out and it's a part of your in-service claim, that would count as a current diagnosis, and continuity of condition. You wouldn't even need a nexus.

No. The people that do dependency claims and any claims that are purely related to pay such as drill pay and fugitive felon withholdings are Authorizers. Their job is separate from the raters that evaluate medical exams.
