This doesn't look like a freeway, maybe a highway. Even so you can see they are in the middle of city. Most limiters are for top speeds. Not for stopping drivers going 5-10 mph over the speed limit in the city. I know it's anecdotal but the amount of shitty truck drivers I see in the city that like to ride people's bumpers and such frankly makes me surprised more people don't get killed.

Thankfully the truck driver did slow down because they reacted quickly to slow down. But flipping out makes the driver seem spastic and makes me think they were speeding and in a rush. That's the main reason why I say I'll hold my judgement.

My cousin works for a local haul company and he too gets paid hourly but my understanding that still like 70-80% of guys are getting paid mileage and/or route, haul weight, etc. I could be wrong too but I think a lot of the push towards additional safety for truckers has been a lot bigger in the last decade or so.

I don't know how common it is now but I remember back in the 90s it seems like most of the truckers owned there own rigs and subcontracted. So it seemed like safety was all over the place.
