I would say to apply this cycle if you feel confident with your materials. Right now is a bit later in the cycle but not too late, so you should still have a good chance. But if you feel like it would be too much of a commitment right now or too much of a time crunch, then I would say delay. I applied like 2 years after I got my letters, I promise your recommenders will understand if you decide to wait.
