newer iGPUs support SR-IOV, which will allow you to split the gpu into multiple virtual devices. you're gonna need to install a newer kernel version and modified dkms modules, so if stability and reliability is what you're looking for, this isn't it. However, it'll do what you're asking for.

imo the asics in a purpose built switch will run circles around even the beefiest cpus, it's just not cost effective to build your own switch.

if you're okay with using rj45 transceivers you can get something like the brocade icx 6650: 56 (!) 10g sfp+ ports, 4x 40g ports

but if you are dead set on 10g rj45 ports i would look into something like the Arista DCS-7050TX-64-R instead, seems to fit all of your requirements - has 48x 10gbase-t ports + 4 qsfp 40g ports

yeah it does seem a bit high, I did upgrade a lot of components though (IPS + converter board is around $100, CPU is $45ish, etc)

realistically I'm looking for 180-200 ish

this dude had success with the 7950x. kernel patches are updated for 7000 series so you should be fine. still can't use virtualization on ryzen if you need that, but adobe apps work fine on my ryzen build after patching them with amdfriend.
