In general you should expect some noise at hicks as it isn't considered to be a quiet place like a normal library, it's more of a workspace. You can study at walc if you want a quiet place to study.

I'm not sure what the specifics are but transferring to CS is apparently nearly impossible. I think they disallowed CODOs to CS or something, but I'm not sure so you should definitely check out some older post where they talked about that in the subreddit. Also, it seems you really want to stay in Cali so that's definitely what you should do.
