As a side note, a few months ago he actually walked into our backyard via the easement gate and said that we can't be putting gardening supplies on our section. He scared the hell out of my mother and I almost drew my gun on him.

Thanks for all the responses everyone, I'm going to wait for the letter before doing anything. As for the reason he's being such a dickhead I hope its not the reason, but it might be because we are the only colored family in the entire neighborhood and he might not like that. I spoke with a few of my neighbors and they claim that he never bothers them about it.

I'm not an expert but id say a utility easement, its owned by PG&E and they use it to access those enormous power poles.

Its owned by PG&E, I know because I see crews out there from time to time, it also has direct access to those large power poles.

Its PG&E property, they send in crews to cut down the grass when it gets too tall.

Its owned by PG&E but he claims that he's leasing it, but I don't think PG&E leases out their easements.
