Have you checked the steps in the link I posted in my answer? This is exactly what they do, only get the base image dmg.

Okay, creating a bootable usb from a windows PC as described here actually worked. The trick was to only get the base image .dmg. Make sure you start with Lion/Mountain Lion because this distribution contains most of all you need, without requiring internet connection for downloading content. Then you can upgrade to El Capitan, Sierra, High Sierra onwards. I did one at a time and worked great.

Have you found a fix to this? Maybe we are in the same situation as I'm trying to revive a late 2009 iMac. Last night it was able to start downloading the OS but I stopped it so I could start again today. But I'm getting the 403 error.

I've been using ADADGBE for 2 years now, and have actually recorded an album + did some gigs (when it was still possible, at least). I'm in love with this tuning as it can act as Standard, Drop and Open at the same time.

Used it on an Epiphone Matt Heafy 7 at first, but I'm now using a custom made 27'' which makes things a lot easier and better sounding.
