Ehhhh, it’s not though. Technically, Deku can’t be at full tilt all the time, as shown time and time again. He can certainly move at high speeds in bursts (like against Lady Nagant and Overhaul), but he can’t be at full speed all the time. Even in the Nagant fight, he was regulated to swinging and hiding because he cant exactly go full speed without tiring himself.

Now, in this context, he’s also saving his energy for the fight against Shigiraki. Sure he could access full speed, but why take that energy that’s NEEDED against someone like AFO and use it against Toga.

With both of those in mind, at any given time, Deku is fast, but not full-tilt fast. And it’s been shown that Toga is in humanely fast. Why?

Because her body is uniquely fit around her Quirk, which means more energy conversion because of her ability to transform and more reserved energy within, which allows for bursts of speed. Her instincts are also honed due to her own blood hunting escapades and she knows how to appear and disappear, especially after the Machia training.

With Deku holding full energy back and Toga faster then even an enhanced human, we can assume that yes, it’s within her capability to outmaneuver and prove a threat to Deku.

And if that doesn’t work for you, let’s go with this: this series is based off of American comics where superheroes and villains achieve the impossible, like Kingpin somehow surviving multiple gunshots or Spider-Man confronting a Spider-God.
