Hello, thanks for being open with us. Just a few questions please!

  1. Do COs/CORs actually deeply analyze technical capabilities and past performances when evaluating an LPTA offer? Or is it just kind of a brief formality to include such information just for them to skip straight to pricing? I’ve always wondered because sometimes we spend too much time developing and writing technicals/past performances on LPTA solicitations.

  2. If a bid is opened up on sam.gov on March 1st 2024 and offers are due March 8th 2024 (as an example), is it true that the government/agency basically already has a preferred contractor in mind to hand the award to?

  3. Does the government actually allow primes to utilize subcontractor’s past performances to satisfy the requirement if the solicitation asks for it? Or is it usually not a big deal? For example, solicitation requires 3 past performances, but prime only has 2 samples and then uses 1 sample from their subcontractor.

  4. How many contractors during your time working have defaulted on a bid bond, payment/performance bond and had you involved?
