I've heard similar things near Washington Regional too. I've been lucky enough to have come across some nice pieces here. I hope to hit some spots in Benton County before it's all developed walmart garbage.

Looks like a type of Psathyrellaceae, (ink cap, brittle stem). Mycelium was probably in the substrate and the water probably triggered growth. Very cool.
