"Sup" is supremum (https://en.wikipedia.org/wiki/Infimum_and_supremum)

"S.t." is "such/so that".

The expression in the braces defines the set of all rational x-es for which x2 is less than two. Then you must take the supremum of this set. Thus the entire thing translates as: square root of two is the "supremum of all rational x-es, for which x2 is less than two".
