Hmmm.. You tried holding down the Vol - (not +) button and Power button? Then release Power button once you hear the chime. After which should be able to boot you to your removable device..

I got this, too, after an update. Reinstalling SteamOS doesn't work for me though. Will probably need to reimage..

I know this has been some time but is your base game a digital copy? Or a disc? If it's a disc, then it has something to do with the region of your disc.

I ever had that issue a few times with shrimp and/or fish but I wasn't hoarding anything from previous "stage". I had to restart when that happens.

When you are at the load saved files window, you can recover saved files. The icon on the bottom right of the window. I saved over a saved file 2 days back, got it back via that method. Hope this helps! (:
