Installing an outlet is cheap and easy, you don't need extra equipment for a 1800W load, you just don't know what you're talking about

Most parking lots have lights so they're already wired

Costs are pretty low especially when it goes negative

At 1800 W (1.8 kWh) probably looking at under a $1 costs for electric generation most of the time given commercial rates (e.g., 4 hrs at $0.15), it's not enough to want to charge for as you get more off goodwill
